Adobe Illustrator‘s tools:

Making new brush and applying another stroke (brush) to text. Btw there is an option when you doubleclick on the brush stroke (after you have made a heart shape to be your new brush) to reduce the size of the heart and adjust the spacing in between.. so there’s no need to worry about drawing tiny hearts. Check out Veerle’s blog for her tutorial!
